portable pyOCD verison for universal programmer

I ran into a problem when converting pyOCD to portable during the modification of cmsis_package_manager. This manager downloads all files to the internal path username/appdata/arm/packs. This kills the portability of the program and the ability to make a program from pyOCD using the firmware of arm microcontrollers.

Modified it init.py installed in a portable shell, pyOCD downloads packages to the internal folder of that shell.
