Configure which character to use for quoting

Hi,

There's a bug in yamlfix that is caused by what appears to have its root cause in a limitation in ruyaml, presumably because ruyaml is hardcoded to use single quote ' for quotation of string values.

Could the quoting character please be configurable at run-time?

I actually just came across this issue and I think the quoting is entirely ignored and using the logic here to guess when to quote. Because while there are classes defined for the preserved quotes they are using __new__ and therefore the instance is always going to be str. So any logic checking for the various ScalarType never triggers

Never mind, after some debugging further it was entirely user error and poor variable naming
