FEATURE: opt in / out data collection

We have been using matomo for our web analytics. I'd like to add a opt in / out workflow to the site similar to what rOpenSci has. This would allow a user to opt out if they wish of tracking.

We decided on matomo as they are gdpr compliant while still providing excellent data. We just need to implement the opt in / out feature

After digging more, i think they are using customized for their website. we may want to use the same.
