How to Contribute

I was thinking about a how to contribute page, that mentions things which are not about development.

For example:

• Categorizing those issues: Are they about https://github.com/py-pdf/PyPDF2/labels/Text%20Extraction / https://github.com/py-pdf/PyPDF2/labels/Performance / some operation? With https://github.com/py-pdf/PyPDF2/labels/PdfReader / https://github.com/py-pdf/PyPDF2/labels/PdfWriter / https://github.com/py-pdf/PyPDF2/labels/PdfMerger?
• Those issues might not have all information to work on
• Feature Requests might need some more input about the interface / if people would think that it would be helpful
