chore: add a startup queue/logic to contexts

Some code needs to run before a client can send a command to a browser/page. This will make these objects slightly more initally delayed but is needed for complete tracking.

- Should plugins have the option to block browser/page usage until they are done initializing?
- Can signals be used to stop/continue an execution stack?
