Disabling the insertion of a second quote

When typing a single double quote, in some situations Pulsar adds a second double quote. I do not have the autocomplete-plus package active.

How can I disable the behavior of adding another double quote?

Go to the settings view, then click on the Packages item in the sidebar pane, then search for bracket-matcher, then click on Settings. Find the setting called “Autocomplete Brackets,” then uncheck it.
