[Feature] Show certain settings fields as disabled, based on other settings

Cyber UI should provide the capability for certain settings fields to be ignored (and to show up as disabled), based on the value of other settings

Motivating use case: In the theme settings, when "Match app and toolbar background?" is set, then the "Top toolbar drop shadow" setting should be visually disabled and ignored.
