RNG, Mersenne Twister

I moderate the speedrun leaderboard for a few PS2 games and we allow sideloading but on God Hand specifically we have just one runner who uses OPL and his luck is... odd. The RNG seems to favor him notably more than the other runners. My question is simply this, can anyone think of any reason that OPL might change the way that the console pulls RNG calls?
