Automate reCAPTCHA keys v3

Issue

Create an automation routine to get reCAPTCHA keys, set them up on a site, and ensure that no v2 fields are present on a site.

This should be built so that it can be leveraged with the new dashboard which would let us automate reCAPTCHA setup on site deploy to live.
