First admin account has no email address

To send password reset links, we need a member’s email address. When someone joins from an email invitation, we can get their email address from the invitation, but when the first admin account is created the form doesn’t have such data. If the only admin looses their password and didn’t manually set their email address, they’re stuck. See #250 for details on how to get out of this situation.
