Start week on Monday

Start week on Monday, or any other day of user's choosing.

Currently weeks start and reset weekly limits on Saturday/Sunday night by default, which is a US-centric way of measuring time. For any piece of software that relies on user time, the ability to change this behavior is a must-have.

Ideally this option should be assumed by user's locale, but a manual option should be available regardless.

You can do this manually with the option "Offset time limit period by __ hours" under Advanced Options.

I'm not sure about adjusting it automatically by locale. I haven't had any other requests for it. But if this gets some upvotes, I will consider it.
