Is the downloads permission necessary?

At https://www.proginosko.com/leechblock/faq/permissions/ it says that the "Download files and read and modify the browser’s download history" permission is necessary for the "Export Options to Text File" feature.

I wonder if this permission is necessary. uBlock Origin and Vimium, for instance, similarly allow you to export your settings and don't require it.

Any ideas? Am I missing something silly?

Good question. If this is possible without using the downloads API, I'd like to do that.

I use uBlock Origin, so I'll see if I can figure out how it does it.
