The situation described there only considers this change to be needed if you are toying with several Emacs versions, but I reckon that it also applies to regular users when they update their environments and get a newer version of Emacs.
Rather than letting users experience breakage and/or unexpected behavior, I think it would be best to prune that branch of possibilities from the start.
(Ah, if you approve, I'd be happy to provide a PR with the changes.)
