identify lede for each section and each chapter

I consistently bury the lede in multiple sections. (I'm building my case, but that's not what a reader is seeking.)

Examples:

• page 8, second paragraph (section 1.3): the guidance for new participants in the workforce should be highlighted by moving it to the front
• page 10: empowerment should be highlighted. Again, appears at the end

Another framing with the same result is to identify the thesis or claim, then put that ahead of the supporting evidence. (Currently the structure is "evidence, then conclusion.")

At the beginning of each chapter, 

• explain how the continents of that chapter build process empathy for the reader
• explain what questions the reader will be able to answer after reading this section
• Relate to the previous section for continuity
• Explain the purpose of this section
• Outline the arguments to be made

Every chapter, every section, and the recent section should have one or more central claims and a specific consequence.

Each section needs a thesis.

Each section needs to explain how this is relevant to making you more effective as a bureaucrat.
