timeout does not work when a ceremony is closed (but not finalized) #236
Description
When a ceremony is automatically closed, users who are in the waiting queue will not progress neither be removed. In order for the coordinator to finalize the ceremony, the queue must be emptied. 2 avenues:
- timeout users even when a ceremony is in the CLOSED status
- on the scheduled CF that closes a ceremony, remove all users from the waiting queues
