How to install pypi only packages?

Is it possible to include pypi only packages in the build process?

I getting the following error when trying to install during build:

    python -m pip install --no-deps --ignore-installed pandas
    python -m pip install --no-deps --ignore-installed .

ERROR: Could not find a version that satisfies the requirement pandas (from versions: none)
ERROR: No matching distribution found for pandas

No this is disallowed on purpose. Everything needs to be in conda. That's whole point.
