RE7: Does the in game Hz setting affect VR Hz?

Wondering if the in game Hz setting affects the VR Hz.

For example if I set the in game hz below the FPS of my index, will that affect anything.

I tried setting in game to somewhere around 60hz and the index to 120.
The index still reported 120 and the performance increased.

Am I now actually playing at 60hz in this case?
