Guest naming for local leaderboard

Primarily you will want to have a read on the contributing guidelines and the osu!framework wiki. Following that, a UX design must be decided before this can be attempted.

One way I can think of is having a tab control at the top of the login panel where the user can switch between an online account login form and a guest account login form, so that specific names can be decided during a guest account instead of the generic "Guest" name.

I'm not sure we'll add back this feature immediately. It may be added as part of an "Arcade mode" in the future.

Hesitant to give any advice on implementation.

in case it is not possible that there are other problems similar to these that I can work on that you recommend.

You're welcome to see what you come up with, but I would only do so without any expectation of it being merged. Also the advice from @frenzibyte above is an example of a completely misguided implementation of this, so please don't follow that.

I made these interface mock-ups, they're just proposals but I would like to get feedback on them so I can start working properly on the code.

Considering what Frenzi and Peppy said, I came up with the following UI implementations. In one of them if I opted to use tabs even though Peppy said it was misguided because I think it's very functional and easy on the eye. On the other hand, decided to add a field below the login form to change the name of the Guest account, Both are very minimalistic and I'm hoping they make very little impact on the experience.

As @peppy mentioned, please do not follow the UI proposal from above, as it goes against the intended direction for guest leaderboards.
