[Bug] The Readme file contents links are not pointing to the doc sections

The Readme file contents links are not pointing to the doc sections.

For example:

1. Click on getting started, it will not scroll down and point to the getting started section.

The headings are still not pointing to their respective parts. Is this issue open for contribution now?
