I guess the function to enable default action buttons (i.e., "workbench.editor.editorActionsLocation": "default") is disabled?

Thank you for reaching out. That's correct, we've replaced Editor Actions with the Editor Action Bar.

Instead of a setting, you can now toggle the Editor Action bar away and back using the command "View: Toggle Editor Action Bar", similar to the other commands for toggling UI components like "View: Toggle Status Bar Visibility".
