NO_COLOR environment variable not respected

after reading some documentation i thought the NO_COLOR environment variable should be respected but it appears not to be:

is there anything obvious i'm missing? how can i configure system76-scheduler to output plain text?

for context this is what my syslog looks like:

Aug 20 17:57:14 framework system76-scheduler:   ^[[32m INFO^[[0m  ^[[32mmonitoring process IDs in realtime with execsnoop^[[0m 

any and all help is greatly appreciated 🙇‍♂️
