Update error severity for the known data inconsistency issues

Move the "finish migration" stage before the cool-off stage. As a result, checking account correction is performed prior to cool-off, allowing us to run tests with minimal state adjustments before the cool off stage ends. --------- Co-authored-by: Oliver Tale-Yazdi <oliver.tale-yazdi@parity.io>
