Add-PnPListItem in Batch with a Multi-UserGroup column

I am having a problem with Example #3 .. further documentation suggests the following:

Person/Group (id of user/group in Site User Info List or email of the user, separate multiple values with a comma):

-Values @{"Person" = "user1@domain.com","21"}

The only Hashtable passed to -Values that works for me is if you hardwire the user accounts in this manner:

$values = @{
    "Title" = $item["Title"]
    "Recipients" = "myuser@mydomain.com","myuser2@mydomain.com"
}

This does not work

$recipients = @("myuser@mydomain.com","myuser2@mydomain.com")
$values = @{
    "Title" = $item["Title"]
    "Recipients" = $recipients
}

Nor does this

$recipients = @("1486","12","1582","1646")
$values = @{
    "Title" = $item["Title"]
    "Recipients" = $recipients
}

Nor does this

$values = @{
    "Title" = $item["Title"]
    "Recipients" = "1486","12","1582","1646"
}

The error I get back from SharePoint after the batch is processed is
