When using Request-PnPPersonalSit I am seeing "Access is denied. (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED))"

I am using clientid and clientsecret to connect to tenency and then calling Request-PnPPersonalSit but getting the error Following is the code
Connect-PnPOnline -Url https://ashok-admin.sharepoint.com -ClientId $client_id -ClientSecret $client_secret
$res=Request-PnPPersonalSite -UserEmails @("xyz@abc.com") -verbose -NoWait

The app I am using got Sharepoint Sites.FullControll.All permissions for the application. But still seeing the error. Is there any permission I am missing here?

Please suggest.
