Get-PnPUser not working for 1 site

Hello,

I have a tenant with 17000 sites and onedrives. Get-PnPUser is working for all sites/drives, except one, where I always get a timeout after more than 30 minutes.
Upon checking the error message, I see that it is 'Maximum retry attempts 10, has be attempted.'. The only references to this error that I can find are related to throttling, but I would find it very strange that throttling always happens with this exact site.

Two questions:

• How can I decrease the number of retries? I don't really care if the script skips a site, but I do care that it takes 30 to 40 minutes before it skips the site.
• Does anyone have any idea what could cause this exact site to timeout for Get-PnPUser?
