Graph API Metered APIs

Inspired by idea #3135 where a metered (paid-for) API endpoint is required to assign sensitivity labels, do we have an approach for building cmdlets with metered APIs? Some are mentioned here: https://learn.microsoft.com/en-us/graph/metered-api-list

Ideas:

1. Build the cmdlets and return an error where the user/tenant isn't licensed
2. Check for an appropriate license separately ahead of running the command
3. Leave them out completely

We'd need to be careful not to set the wrong expectations, so documentation will need to have clear warnings etc. Thoughts?
