Set-PnPGroupPermissions failed to add role 'Full Control'

When use Set-PnPGroupPermissions to add role to a group, it failed to add 'Full Control' with the error message below.

`Set-PnPGroupPermissions : Role definition 'Full Control' not found.

But I checked 'Full Control' is there
