Is pnp powershell based upon pnp Core SDK?

I'm a little confused about the relation of this project to the pnp core sdk project. Does this project implement a subset of functionality from the PNP Core SDK?
To be hyper specific, does pnp powershell enable something like this following from pnp core sdk?
