New-PnPAzureCertificate results in missing Kernel32.dll on MacOS Monterey

I'm trying to get a certificate for my SharePoint-connected application.
When I try to run the New-PnPAzureCertificate I'm getting an error that Kernel32.dll is not found

New-PnPAzureCertificate -OutPfx AxeShrpnt.pfx -OutCert AxeShrpnt.cer -CertificatePassword $certPassword

responses:

This dll doesn't exist on mac os I guess...
