[BUG?] Set-PnPSiteSensitivityLabel on non-group site throws Attempted to perform an unauthorized operation

Hi,

I'm trying to update a sensitivity label on a SP site that is not connected to a group. Reading documentation i was under the impression i would be able to do that using an app without delegated permissions, since it states that it will work for both delegate and app only logins.

The app has full tenant level permissions but i still get this error:

Set-PnPSiteSensitivityLabel : Attempted to perform an unauthorized operation

Did i miss something?
