Need help - 404 on anything but Get-PNP*

I'm using an account with Global Admin, SharePoint Admin and Site Collection Owner privilege to register PNP and to use it. However, any actions requiring writes (New-PNP*, Apply-PNP*, etc.) gives a 404 with no other detail. I'm running PNP.Powershell 1.11.0 on PSVersion 5.1.19041.1682 and/or 7.2.4 on Microsoft Windows 10.0.19044.

This really has me jammed up.
