Add-PnPApp : The remote server returned an error: (403) Forbidden

Connect-PnPOnline -Url $sharePointUSSiteUrl -Credentials $credential -TenantAdminUrl $sharePointUSTenantUrl
Add-PnPApp -Path $Path -Scope Tenant -Overwrite -Publish

Using username and password, I am able to upload to catalog succesfully.

Connect-PnPOnline -Url $SiteURL -ClientId "" -ClientSecret ""
Add-PnPApp -Path $Path -Scope Tenant -Overwrite -Publish       

Using App Id and App Secret, gives error:

Why is that?
