Cannot create folder with Resolve-PnPFolder or Add-PnpFile unless site owner

I cannot create folder with Resolve-PnPFolder or Add-PnpFile unless I use an account of a site owner

Connect-PnPOnline -Url $SharePointSiteURL -Credentials $PSCredentials  
$SharePointFolderPath = 'Shared Documents/Test/Dave/newPath009'
Resolve-PnPFolder -SiteRelativePath $SharePointFolderPath

or 

$srcFolderPath = 'C:\Work\Temp\SPO\test1.txt'  
$SharePointFolderPath = 'Shared Documents/Test/Dave/newPath003/2000001/20191253'  
Connect-PnPOnline -Url $SharePointSiteURL -Credentials $PSCredentials  
Add-PnPFile -Path $srcFolderPath -Folder $SharePointFolderPath

With both of the snippets above, when I use the above code with credentials that are a site owner it works as expected.

When I use credentials for an account that is not a site owner but has Full Control over folder "Dave" I get "Access Denied"

Is it necessary that the credentials must belong to a site owner to do this? I would like to use an account that only has access to specified areas.
