Add-PnPTeamsUser adding owner issue?

After I create a teams team and then go to add the owners and members I am running into a strange occurrence where some owners are also not given member access to the team and thus security trimming is not working for them. I have verified this by going to our admin center and reviewing the "Active teams & groups" and for some owners, they do not exist as both a owner and member.

Am I adding owners incorrectly and that I should be also add them as members or is this a potential issue somewhere?

I have tried using pnp.powershell 1.8.0 and 1.9.0 and both seem to have the same affect.
