m365 spfx project upgrade --output md > "upgrade-report.md"

there are the lines in the summary

Running in powershell it errors. what should this do?

It's meant to create a file named .eslintrc.js with the following content:

require('@rushstack/eslint-config/patch/modern-module-resolution');
module.exports = {
  extends: ['@microsoft/eslint-config-spfx/lib/profiles/react'],
  parserOptions: { tsconfigRootDir: __dirname }
};
