Provisioning with VMWare approach

I am following the instruction here to prepare the images in VM. I tried to go for "Local" option but failed. I am considering to try on ESXi approach. However, i found that the the file "vmware/esxi/centos_mirror.json" cannot be found from project "https://github.com/pndaproject/pnda/tree/develop/packer/vmware/esxi".

As setting (mirrors.PNDA_MIRROR) is required according to this guide , I believe we need Mirror image to be created no matter Local / ESXi build mode?

Any advice?
