How to implement both horizontal and vertical scroll?

I was working in React Three fiber and I want the horizontal scroll to go to the first page before it start the vertical scroll. If you go to the end of the page and scroll up, then vertical scroll gets triggered, but I want horizontal scroll to finish first and then go to vertical scroll.
