mxcheckouts.ini is not updated

1. I added a package to checkouts.cfg
2. I ran make install
3. I expected that the package should be included in mxcheckouts.ini and installed from github, but it was not.

I'm trying to understand what goes wrong in the complicated Makefile but I haven't understood it yet. Any clues @mauritsvanrees @jensens?

AFAIK make run-presources should generate mxcheckouts.ini and the constraints[-*].txt files from checkouts.cfg/versions[-*].cfg.

This could be automated in future. In fact it should work the opposite way at some point.

I have updated the Makefile a bit in commit 0bb2afb. Now at least when I add a package to checkouts.cfg, make install will call the run-presources target and this will basically run bin/manage buildout2pip, so mxcheckouts.ini gets updated.

But then it stops, and only when I run make install again, and then mxdev is called.

Maybe some more playing with sentinel files or something needs to happen.
