make hugo sources available

It looks like this repo only contains the rendered version of the homepage, but we should also make the hugo sources available somewhere. We currently have someone that would like to contribute. Could be a branch in this repo. Or as part of the toplevel "piraeus" repo, or a "homepage" repo. Whatever works, IMO some "source"-branch in this repo would be good enough and it would keep source and rendered version together.

@alexzhc I guess you can make that happen, right?

looks like we already have https://github.com/piraeusdatastore/website ; @alexzhc why is that so outdated while this repo has pretty recent changes?
