downloads.internal.php.net seems to be down #1260

https://downloads.internal.php.net/ doesn't seem to load.

So any downloads like PECL packages are currently not available. At least for me.

Looks like without the .internal part the downloads from PECL work:

https://downloads.internal.php.net/~windows/pecl/releases/apcu/5.1.22/php_apcu-5.1.22-8.2-ts-vs16-x64.zip

https://downloads.php.net/~windows/pecl/releases/apcu/5.1.22/php_apcu-5.1.22-8.2-ts-vs16-x64.zip

So currently all download links at https://pecl.php.net/package/APCu/5.1.22/windows and other PECL pages are not working.
