Support fsspec API

Supporting [fsspec](https://filesystem-spec.readthedocs.io/en/latest/) API will let us support many popular lpplications such as Pandas and will improve PFIO's portability. It shall be released under new API e.g. `pfio.v3.fsspec` or something like that wrapping current v2 API.
