What about filtering out all points whose normals are vertical? In essence, removing all scalings and floors and then applying region-growing to the removing points with the condition that the normal angle can not be more than x degree, (with the goal of clustering the walls that belong to a single room). Afterwards, we can construct the plans for those surfaces and add back floor and ceilings.
