Display error when someone submitted duplicate cafe

When a user submitted a new coffee, validate duplicate cafe by:

• Comparing the lat and lng
• Compare against published coffee shop, ignore other statuses

Once found, throw error message with the link to the coffee shop.

I think we also need to let the user know to contact the admin using https://www.instagram.com/petakopi.my/ if the owner wants to make changes.

@alienxp03 if you are interested in picking this up. You can manually add the lat/lng if you don't want to setup Google API key to make that submit page works properly.

I can pick this up. Thinking to detect duplication based on certain radius. Maybe we can start with 10 meters and see how it goes from there?

Coordindates came from Google Map. The value will always be the same rather than approximation. So, we should be ok if we just compare based on the values.

Feel free to confirm that fact.
