[IMPROVEMENT] User ID should not always be required

Problem Statement

It should not be required to always provide the User ID when using tracking methods that do not involve the user
At the moment of writing, the Tracking method "App" probably does not need the User ID

Proposed Solution

If possible, show the User ID field based on the value selected in the tracking method select

Impact

Makes it clear when the User ID is required and when not
