Approval queue club counts are incorrect #836

(Not exactly sure if this is a regression from recent approval queue changes or has been broken for a while)
The counts in the status breakdown at the top of the queue page seem to be inaccurate. In prod, the count for the "approved" category is far lower than the actual one as measured by the number of clubs that don't say "inactive" on the home page. Perhaps it's possible that many of the clubs that have gotten approved have resubmitted themselves for approval and hence don't count as approved, but even in this case there should be some visual delineation between clubs that are renewing themselves for the first time in the school year and clubs that have submitted edits afterwards, even though both are likely lumped into "pending" currently.
