Problems creating handler

Hello,
i install the trapdirector and receive traps. When creating a simple handler i get no service events when the rule is true.

Add Handler again and there is no value

Im not sure if the " ' " mark the field as already used or this is a bug.

But the main problem is to get a service event when the rules matched
