Improve the planning tool

This issue might need to be split up into smaller issues.

• Make it easier to plan proposals and their parameters using the panel app, maybe deploy on baseten
• Make a planning tool for the fund distributions using radicle drips protocols
  • You can one drip go to multiple other drips that further distributes the funds
  • We want to be able to connect them together like nodes
  • Visualize the distribution of funds over time, something like a machinations.io diagram
  • Drips can be a fixed amount or a percentage
