Update packing of conserved variables #111
Description
Conserved variables are currently packed by the Metadata::Independent flag.
This works because the cons vars are the only independent variables at the moment.
Eventually (potentially with the introduction of sparse packs) we should update the machinery so that the indices in the packs are guaranteed to match the actual ones.
