Today we discussed this in the call. We will need this, before we can fix #65 for Aura. The problem is that with #65 we don't want to call into the runtime anymore to verify a block header. However, right now Aura is always calling into the runtime to get the current authority set. The authority set is then used to verify that the slot matches the correct author. So, if we don't want to call into the runtime anymore, we need to get the authority list in a different way.

The idea is that we change the aura pallet to also announce the new authority set via a digest, similar to how BABE is doing it. (BABE is announcing the change 1 session in advance, we don't really need this for AURA) Then the node side is tracking the authority check in some shared structure. One complicated bit is there to keep track of the correct authority set across forks. BABE node side code is here (or parts of it). After the node side tracking is done, AURA authority set should be trackable without calling into the runtime (besides genesis and maybe on startup of the node).
