[Enhancement] Bump revm to v0.20 and v0.21 in the revmc

Background

In the latest revm versions v0.20 In v0.21, there have been significant changes to the API, such as interpreter, Host API, etc., therefore we need to synchronize updates in revmc to adapt to revm.

WIP atm, will take longer than I expected + busy with my main job (bc of the price action we r seeing), but will dedicate 1-2 hrs a day. Just FYI.

Theres a design choice that will have to be made.

Currently, RawEvmCompilerFn uses:

    pub cfg: CfgEnv
    pub block: BlockEnv
    pub tx: TxEnv
}

Which is a part of deprecated API.

There are two solutions that I can see:

1. Implement Env within REVMC to preserve the same arch.
2. Keep it separated (same as REVM now) .

Generally, it's not a "world deciding problem", but I would like to have some feed back, if in general, we would want to keep REVMC as "unchanged" as possible, or it will be totally fine to restructure a bit. Plz let me know your thoughts @DaniPopes.

P.S: I am slowly rewriting stuff when I have a spare time from my main job.

P.S.S: Same goes for Contract as it does not exist in the new API anymore neither.

As long as the public API remains similar, it should be fine to restructure

You can restrict it to use EthInterpreter and the Eth types directly, which should make it easier to migrate initially

Any chance of this getting pushed through? We're using revm/revmc in some things, and looking to upgrade revm, but stuck here unfortunately.
